Summary of Government Documents Supporting Blockchain Development in China,2017

Since the Ministry of Industry and Information Technology (MIIT) released the “White Paper on China’s Blockchain Technology and Applications Development (2016)” in October 2016 and blockchain was written into the “Notice of State Council on printing and distributing the‘13th Five-Year’ National Information Plan” in December 2016 as a strategic cutting-edge and disruptive technology for the first time, the blockchain technology has been paid more and more attention and attention by the Chinese government. All local governments have issued the policy guidance and notification documents on blockchain.

Provinces have government documents released in China

According to incomplete statistics by 8btc news, as of the end of November 2017, a total of 9 provinces, autonomous regions and municipalities directly under the Central Government have released guidance on the blockchain in China, including Zhejiang, Jiangsu, Guizhou, Fujian, Guangdong, Shandong, Jiangxi, Inner Mongolia and Chongqing. Some provinces even include the blockchain in the province’s “Thirteenth Five Year strategic development plan”’. In addition, the State Department refers to blockchain in the four documents released this year.

Number of government documents on blockchain

From the number of documents released, Zhejiang, Jiangsu and Guizhou provinces rank top three in terms of the relevant documents released: 5,4 and 3 respectively.

From the point of view of support, the block chains in Guiyang, Hangzhou, Shandong, Qingdao, Guangdong, Shenzhen and Chongqing will be placed on a more important position and special policy support documents have been promulgated.

Another point worth noting is that although most people regard Beijing and Shanghai as the top tier cities in China’s blockchain development, the two cities have not issued any clear policy documents on the development of the blockchain.

Zhejiang

Zhejiang Province was the earliest province that attached importance to blockchain technology. Specific to the policy document, in December 2016, the General Office of Zhejiang Provincial People’s Government issued the Instructions on Promoting the Construction of Qiantang River Financial Harbor (hereinafter referred to as the Instructions), which is the earlier document of Zhejiang provincial government referring to the blockchain. In 2017, Zhejiang Province referred to the blockchain in many government documents, showing the government’s emphasis on the blockchain. Wanxiang Group announced in May this year that the construction of Wanxiang Innovation Poly Energy City will be launched. Guizhou begins to formally explore blockchain technology from the end of 2016. The landmark event took place on December 31, 2016. On this day the Press Office of Guiyang Municipal People’s Government officially released the White Paper on Development and Application of Blockchain in Guiyang. Major theoretical innovations involved include the formulation of sovereign blockchain, “Rope network Theory” and the fusion of “Block Data” and “Rope Network ” theory. Former Secretary of Guiyang Municipal Party Committee Chen Gang (Chen Gang has now left, now serving as the member of the Standing Committee of CPC provincial Committee and Deputy Governor of Hebei province, the party secretary of the Party Working Committee of Xiong’an District, director of Xiong’an district administrative committee) and Mayor of Guiyang City Liu Wenxin served as the directors of the editorial board.

Guiyang’s development on blockchain can be seen as seizing the momentum of big data development. Wang Yuxiang, vice mayor of Guiyang Municipal People’s Government previously made it clear in public speeches that the development of Guiyang’s big data industry, the big data finance and the improvement of Guiyang’s financial and risk control system all relied heavily on the achievements of blockchain technology. Chen Gang in the “Guiyang Blockchain Development and Application” white paper also mentioned that the blockchain “rope network structure” theory and “block data” theory proposed by Guiyang are highly compatible theoretically. In the process of accelerating the development of big data development, the blockchain Application is not limited to the financial field. It will have broad application prospect and great application value together with “block data” in political, commercial and civil fields.

Commercial areas include five scenarios: notes, small and micro enterprises credit certification, data transactions and data assets circulation, supply chain management and supply chain finance, freight logistics.

Guangdong

Guangdong Provincial Government began to attach importance to the blockchain in 2016. On December 26, 2016, Ren Xuefeng, secretary of the Guangzhou Municipal Party Committee, while talking about the next five-year work plan in the “Report of the Eleventh Congress of the CPC Guangzhou Committee”, noted that “actively undertake the construction of major science and technology projects, developing the embedded technology and artificial intelligence, cloud computing, big data, integrated circuits, Internet of Things, blockchain, stem cells, genetic engineering and other cutting-edge technologies.”

However, until October 2017, Guangdong had not issued a special policy on the development of the blockchain industry. Lacking a clear top-level policy guidance led to a situation where various governments on local level each fought their own battle of the blockchain. For example, Shenzhen, a pioneer and pilot field of reform and opening up in China, places more emphasis on financial innovation. Therefore, the developing blockchain in Shenzhen is considered as a part of financial science and technology. It’s mentioned in November 2016 the “Plan for the Development of Shenzhen’s Financial Industry during the 13th Five-Year Plan” that “Supporting Financial Institutions to Strengthen Research and Exploration on Emerging Technologies such as Blockchain, Digital Currency, etc.” In September 2017, Shenzhen issued the ” Notice of Shenzhen Municipal People’s Government on Printing and Distributing Several Measures to Support the Development of the Financial Industry, “encouraging financial innovation and setting up the special Fintech Award,” rewarding outstanding projects in the areas of blockchain, digital currency and financial big data application with the annual Incentive controlled within 6 million yuan.

Guangzhou, the capital of Guangdong Province, mainly relies on Guangzhou Development Zone on blockchain development. In July 2017, it first established Guangzhou Blockchain Industry Association, the first blockchain association in Guangdong province. Then in October 2017 the blockchain innovation base was built to start the initial layout of blockchain industry with “one base and four platforms”. In addition, Guangzhou Huangpu District and Guangzhou Development Zone are accelerating the drafting of the “the approaches on promoting block chain industry development of Huangpu District, Guangzhou Development Zone.” According to a number of media reports, it will give key support for nurturing, growth, application and technology, platform, financial and other sectors. It’s currently the most supportive and mode-breaking policy in blockchain support. However, the paper that should have been released by the end of October has not been seen yet.

Partial blockchain projects in Guangdong 

Shandong

In June 2017, the People’s Government of Shibei District of Shandong Province issued the “Instructions on Accelerating the Development of Blockchain Industry (hereinafter referred to as Instructions).” The promulgation of the Instructions was in order to implement the national, provincial and municipal proposals on innovation-driven development strategies for the purpose of strengthening the theoretical study of blockchain and the breakthrough of underlying technologies. It strove to form a set of blockchain visualization standards by 2020, create an application template for copying and promoting, introduce and train a batch of blockchain innovation enterprises, build a team of professionals, establish a management system and operation mechanism, and strive to build a “Chain Harbor” based in Qingdao, a blockchain + innovation and application base targeting at the country’s blockchain industry highlands.

On the policy support level, establishing annual special funds for blockchain industry development for five consecutive years. In addition, financial capital support is strengthened to establish guidance funds, policy guarantees, investment funds for the development of blockchain, and improve and perfect the financial capital support policies for the development of the blockchain. At the same time, the Instructions proposes to build a business platform for blockchain industry incubation, a test platform for blockchain application, a special blockchain education and training platform and a blockchain qualification platform for certification in Shibei District.

Jiangxi

In September 2017, the People’s Government of Jiangxi Province issued the Notice on Printing and Distributing the Planning for Establishing a Green Financial System in the 13th Five-Year Plan of Jiangxi Province to encourage the development of Internet financial security technologies such as blockchain technology and trustworthy timestamping to be applied to Financial business scenario.

At present, Nanchang has set up a research and development center for blockchain technology and application, and Ganzhou has established a blockchain Financial Industry Park.

Inner Mongolia

“Western iron and eastern forest, southern grain and Northern Shepherd, and the mineral deposits all over” is a concentrated summary of the advantages of resources in Inner Mongolia, all this seems to have nothing to do with the development of blockchain however.

In June 2017, the General Office of People’s Government of Inner Mongolia Autonomous Region promulgated the “Notice of Printing and Distributing Essentials of Big Data Development in the Autonomous Region in 2017”, which states: “Enhancing data awareness, data transmission, computing and processing, basic software, visualization, and information security and privacy protection and other areas of technology and product development, and promote the construction of a number of big data enterprise technology center, engineering (technology) research center, key laboratories and application centers. “This can be seen as the support of local government on the blockchain development. However, at present, many enterprises engaging in blockchain business in Inner Mongolia are approved under the name of cloud computing and not declaring themselves as engaged in bitcoin mining. For example, Yihang Cloud Computing Technology Co., Ltd. in Inner Mongolia (now renamed as Inner Mongolia Biyin Cloud Computing Technology Co., Ltd.) is one of China’s relatively well-known bitcoin mines.

Chongqing

In November 2017, Chongqing Economic and Information Technology Commission released the “Instructions on Accelerating the Cultivation and Innovative Application of the Blockchain Industry”. It is proposed that by 2020, Chongqing municipality will build 2-5 blockchain industrial bases, introduce and nurture more than 10 leading enterprises in the blockchain sector in the country with more than 50 core blockchain enterprises with core technology or in growth. Introducing and nurturing more than 500 middle and high-level talents in the blockchain and endeavoring to build Chongqing into an important area in China Blockchain industry heights and innovative application base.

At present, Yuzhong District has set up the first blockchain industrial innovation base in Chongqing.

Beijing

The earlier reference to the blockchain in the documents of the Beijing government agencies was the “2016 Performance Task” issued by Beijing Municipal Financial Administration in August 2016. The document mentions that “in order to promote the development of Beijing’s financial sector, the Zhong Guancun Blockchain Alliance was established. “In December 2016, the Beijing Municipal Bureau of Finance and the Beijing Municipal Development and Reform Commission jointly issued the “Notice on the Development Plan of the Financial Sector during the 13th Five-Year Plan of Beijing City.” In which the blockchain is classified as a technology for internet finance. For example, Article 5 of the document says: standardize the development of Internet finance and explore new patterns for industrial development. It mentions that “encouraging the development of blockchain technology and credible timestamping and other Internet financial security technologies will help protect the rights and interests of consumers and improve Internet finance security.”

In September 2017, the “Notice of the implementation measures for constructing the Capital City Green Finance System” Jointly Issued by the Beijing Municipal Bureau of Financial Services, Beijing Municipal Development and Reform Commission, Beijing Municipal Bureau of Finance and Beijing Municipal Environmental Protection Bureau once again referred to blockchain in Article 10 on developing green finance technology, “developing green finance information infrastructure based on blockchain and raising the level of safety and security of green finance projects.”

Although Beijing has not yet promulgated a special policy for the development of the blockchain industry, it does not hinder the development of blockchain technology either. According to statistics from Wuzhen Think Tank, Beijing is currently the country with the largest number of blockchain technology start-ups, over 40, accounting for more than 40% of the national total.

Shanghai

As one of the most developed financial city in China, Shanghai has a friendly attitude towards the development of the financial industry. Relevant government departments have also expressed positive interests in blockchain technology. For example, Mayor of Shanghai Huang Yun noted at the ‘New Financial Annual Meeting and the 4th Financial Technology Bund Summit” that” we will actively explore innovative applications of financial technology such as blockchain in government services. ” Zheng Yang, director of the Shanghai Municipal Government’s Financial Services Office, said at the inauguration ceremony of the China Blockchain Application Research Center (Shanghai) that “we have set up a China blockchain application research center and called for regulations to go ahead.” It is possible that Shanghai’s financial and legal communities can try some approaches first. Let’s make some rules and see if we can take the first step in this direction. ”

The earlier reference to the blockchain in the Shanghai municipal government working paper appeared in the ” Notice of Key Points of Financial Services in Baoshan District 2017″ formulated by the Office of People’s Government of Baoshan District, Shanghai in March 2017 (hereinafter referred to as the Notice). The first Point in the “Notice” is: Strengthen the functions of financial service entities and continuously enrich the meaning of financial services. It also referred to “Tracking the construction of the Miaohang Blockchain Incubation Base and Songnan Shanghai Internet Financial Evaluation Center, where the Miaohang Blockchain Incubation Base refers to the the Zhong Guancun Blockchain Industry Alliance Shanghai Synergy Innovation Center co-founded in November 2016 by Zhong Guancun Blockchain Industry Alliance and the Shanghai Intellectual Industry Park.

On April 2017, in order to guide, standardize and promote the development of blockchain technology in the internet financial industry for better serving the real economy, and to effectively protect public interests, the ” Self-discipline Rules on Blockchain Technology application in internet Financial institutions ” was issued by the competent department of the Office of the Shanghai Internet Financial Industry Association under the management of Shanghai Municipal Financial Services. This is the first rules of this kind inside China.

At present, the number of blockchain enterprises established in Shanghai ranks second in the whole country.

Conclusion

Looking at the current attitude of the provincial governments towards the blockchain, Guizhou Province is the one that has given it a thorough consideration. Relying on the advantages of its big data industry, it has formulated a relatively perfect guiding document, offering reference for the other regions on policy formulation. However, As Chen was just transferred to Hebei, it remains to be seen whether Guiyang can continue to maintain the first-mover advantage in the blockchain development.

Some regions refer to blockchain technology more than once in their official documents, seemingly exhaustive, but implementation fails to follow, such as Jiangsu and Fujian province. Some regions, although not mentioning blockchain in the documents, has a better momentum of blockchain industry better, such as Beijing and Shanghai.

Admittedly, blockchain technology is being attached more and more attention from local governments. More detailed policy support documents are expected to be issued in the next few years to promote China’s blockchain technology to move forward.
